Add Test Center FAB

As a user, I want to add a new test center that doesn't exist, because I want to inform other people where to find tests.

Acceptance Criteria

FAB exists on bottom left corner of maps screen to Add Test Center
Remove Filter FAB
FAB goes to https://airtable.com/shrVJrPQs4qQkcW4o
