Rework sandbox to use a Conduit-backed Indexer

Problem

The way sandbox was designed as a single-node network does not work as-is with the conduit architecture which requires a follower node.

Solution

This issue covers the design for this work - gathering all the pieces of the redesign of sandbox into a document before executing.
