HiRes fix and/or SD upscale not applying Lora's

After the normal image steps are completed HR fix will also be 100% completed at the same time and I will see:
"Prompt is different, assigning Wildcard result".
The infotext in my output image will have my exact prompt minus the lora's. Is this to be expected and I'm confusing it with an old patch problem I saw closed? My settings are normal but this is all in Img2Img. I try with or without SD upscale, filtering, automatic inpaint. They all end up the same.
