Dump enums not referenced by structs

In GTA5, the parser data for some enums still exist but are not referenced by any structs, so they are not included in the dump. For example, rage__parMember__Type or ePedResetFlags. These enums seem to still have static initializers, maybe they could be used to find all enums automatically.
Haven't verified, but this may still be the case in RDR3.
