Remove support for API keys without expiration date

Do not implement this before 2024-11-30.
In an upcoming Aleph version, we will introduce expiration dates for API keys. In order to enable smooth upgrades, Aleph will still accept "legacy" keys without an expiration date.
After some time has passed, we should stop accepting API keys without an expiration date.
