Add support for Next generation onion service

I'm working on that already, but there's a hard dependency on OnionBalance receiving the same treatment, which has an open issue here: DonnchaC/onionbalance#69
I'll leave this open to reduce duplication. Thanks!
STEM also requires v3 Onion support, for OnionBalance to be ported. See https://trac.torproject.org/projects/tor/ticket/25124

@alecmuffett The Trac ticket above was closed. And the Tor 0.3.3.6 was officially released with support for the control port.
