Update sbt-sonatype to v3.7

This Plugin update will drop compatibility with sbt 0.13 for our own build. As sbt 1.x is now available for more than two years we should be safe to do so.
Need to check if cross publishing sbt-dependency-check for sbt 0.13 is affected a well and/or if we want to drop compatibility as well
