Please release a version based on DependencyCheck 6.1.6

We are hitting this bug: jeremylong/DependencyCheck#3360, so trying to check dependencies at the moment just yields Null Pointer Exception error messages. This is apparently fixed by upgrading to 6.1.6.
Just released v3.1.3 which should hit Maven central shortly.
