[ENH] Test for citation file

Feature Request
Notebooks will be cited using CITATION.cff file. This will facilitate citation when visitors access the notebook repository.
Describe the solution you'd like
The test should be implemented across all templates (python, R and Julia), and target the postprint branch and PRs that impact the main branch.
Describe alternatives you've considered
Continue with RoHub to autogenerate citations.
