Hash symbol (#) in file name causes problems

I can't get to approval page for files that have hash (#) symbol in the name. Not URL-encoding it is what causes 500 Internal Server Error. BTW, URL-encoded hash is %23.
Tried it yesterday (18.04), works fine.
