Currently only supports a local timezone, which means that distributing alternate config files doesn't translate well.

hamnets should provide for a timezone option, such that schedules can be provided in different timezones and automatically adjusted to localtime

There's probably a lot of work to redo this cleanly.

Current code as of 1542aa4 provides a temporary workaround to treat all configured 'Nets as UTC, but doesn't convert into localtime.
