CI: Explore using Kaniko caching

The CI scripts have the ci-builder project name fixed in at least two places.
This is not ideal (since that project doesn't provide public access to its images, neither does the author want to grant such).
Instead, explore using Kaniko so that the builder would get automatically built from the /dc/firebase-emulators folder, and cached in the GCP side.
