Command for changing the bots Rich Presence data

Currently, the bot will just rotate between predefined messages on the Rich Presence, so to make our lives easier as developers, we're going to add a system administrator only command that allows bot administrators to change the rich presence data on demand.
Unfortunately, I don't think we can make this server specific, so we can't allow server owners access to this system.
