Make Tags sortable and allow longer names

I often like to disable apps to prevent them from running in the background (which drains your battery as well). Whenever an app is disabled, it will disappear from your app launcher. The issue is that when I need to use the app, the shortcut isn't there because the app doesn't "exist" anymore. However, this isn't a problem when I use Hail, as I can still see the disabled apps.

My idea is to use Hail like an app launcher. I can add tags to apps and this is like adding them to a folder or a category in a launcher. For example, I can tag Google Maps as "Maps" and I can go into the Maps tag and find all the relevant GPS apps in there.

However, there are 2 issues with tags. The first is that you can only create a tag with a certain character limit. The 2nd issue is that you can't reorder/move the tag position. If I create these tags "Maps, Games, Chat", then I can't change the order to "Chat, Maps, Games" easily. I can rename tags, but this means the apps that are tagged will be using the incorrect tag. I should just be able to move the tags by drag and drop.
