[Feature request] Add "Auto freeze" to API

Reasons:

  1. Hail auto freeze service is not reliable. It's only work once and need to reopen app to keep auto freeze service run again. (I don't know why, I tried to permit all permissions, unrestricted battery usage, reinstall app, reinstall Shizuku) (My both device are OneUI 4.1.1 Android 12L and OneUI 5 Android 13, Hail with Shizuku suspend mode)
  2. Many user might have Tasker or MacroDroid running in background already, so it would be better if Hail auto freeze service can be launched by them without dedicated Hail's background service.
  3. Existed API or Shortcuts doesn't provide "Skip while charging", "Skip foreground app" and "Skip notifying app" options.
