Latest release version didn't uploaded to pypi, meanwhile we need it to be available in pypi

Long story short
- Expected behaviour: Uploaded to pypi as well -> https://pypi.org/project/aiodocker/ -> aiodocker 0.21.0
- Actual behaviour: Didn't uploaded to pypi -> https://github.com/aio-libs/aiodocker/releases -> v0.18.0
We are going to revamp the release pipeline. Stay tuned!
