Dependencies in setup.py are not up-to-date

There are some install dependencies like fsspec which are not included in setup.py. Need to try installing and running the tests in a bare docker container and add necessary dependencies as imports fail.

Closing because I was actually having this issue in fv3util, not fv3config.
