ycql superadmin users used by sample apps won't exist on first deployment

forgive the short summary I'm about to go to the grocery store--
basically since tservers won't provision ycql database superadmin users until post deployment here then the credentials the sample-apps use won't be valid until then, because they haven't been created yet, and thus the deployment will fail on the very first time you create the universe and are trying to use sample apps at the same time 🤔
definitely an edge case, but gdangit #181
