Have --x_num_shard_per_tserver be a property linked to tservers

based on this github issue https://github.com/yugabyte/yugabyte-db/issues-- 3969 it appears the value of --x_num_shared_per_tserver is lead by the yb-tservers, and although it needs to be set on the master nodes, it doesn't really affect them.
so the yb-tservers should probably export this property and then the yb-masters consume it as a link
