- doesn't assume SCDF or SCS memory usage as part of service memory consumption
- better presentation logic abstractions
- handles SCS 3.x + other new data services like new rmq, redis, etc.
- cleaner abstractions for introducing new filtering and counting logic
- properly counts running instances
- properly assumes that even if an app isn't bound to service that the service still counts as billable
- properly separates running app instances from "billable" app instances
