instead of having lApps be "canonical app instances PLUS billable app instances" calculated for you out of the box, the discrete API definitions should be able to be composed together to make those kinds of decisions in a view (e.g. the final report)
will need to tackle the fact that GetSpaceAppsAndServices returns an opinionated view of only certain select services
