Region picker does not work on topic pages

Open https://blog.adobe.com/en/topics/video-audio.html
Scroll to the bottom and try to change the language: the dialog never shows up.
Initial research reveals that this is a regression from #663.
common.js and v2/common.js are both loaded which means the whole same logic is executed twice!
