Implement spend and re-buy

Once there's the coinbase buy widget integrated, add an option to "rebuy on all spends".

Honestly, ideally this wouldn't require the coinbase buy widget (since that requires manual interaction), it would actually work with coinbase's API.. https://developers.coinbase.com/api/v2#buys and then https://developers.coinbase.com/api/v2#withdrawal-resource (to get it from coinbase into telescope).

Even better if it actually uses gdax (soon pro.coinbase.com) for .3% fees instead of 1.49% fees.

@zhoujianfu, thanks for the large tips! There is a script that updates https://github.com/chaintip/bounties every three minutes. Ideally these bounties should show up in realtime on www.chaintip.org but I'm still working on this.
