adafruit-adabot needs Maintain permissions to push tagged snapshots of the Learn Guide repo.
Problem persists after this has been done.
This is almost certainly a direct result of #2497
Escape hatch is needed for the CI to disregard whether any Arduino (or eventually Python) was updated in order to run the scheduled cron.
