Virtual display not working with new Ubuntu 20.04 image

Description

Based on the commits here it looks like the Ubuntu 20.04 image was recently updated from 20220626.1 to 20220710.1. Our GitHub Actions jobs depend on creating a virtual display to test OpenGL-based Python code (the vispy python library). Since this change we haven't been able to determine the DPI of the virtual display. I'm hoping for any help you can give for understanding what we need to change to make this work again or let us know if this might be a bug in the new image or if virtual displays are expected to not work anymore.

Expected behavior

We expect to be able to get the virtual displays DPI by using either the xdpyinfo or xrandr command line tools. You can see how vispy does this here: https://github.com/vispy/vispy/blob/main/vispy/util/dpi/_linux.py

Currently these commands are not able to get the DPI information. More debugging will be needed to determine how they are failing exactly. When running our version checks to get basic GPU and OpenGL information we'd get info like:

Actual behavior

Running xdpyinfo and xrandr command line tools seems to fail or at least produce unexpected output.

WARNING: could not determine DPI

Repro steps

I'm still working on exactly the easiest way to reproduce this, but this vispy job is the current most recent failure:

I will try to narrow this down, but wanted to bring this up as soon as possible. We generally do this though:

then from python call xdpyinfo and if that fails we call xrandr.

I've found a work around which is to add x11-utils to my explicit dependencies. My best guess is that one of the image dependencies was automatically pulling it in and now a newer version of this dependency no longer needs it.
