How google views it? is it a tos violation for free user?

My thoughts about it is Google probably won't view it as a bad as other more nefarious intent such as mining cryptocurrency and should be ok for general-purposes. You can argue that you're also using it to run machine learning and data analysis tasks since you're only running VS Code. You can refer to the ToS for more details.
