earlier processing @custom:halmos tags

Currently, the @custom:halmos tags are processed after the test functions have been identified, making some options (e.g., --function) not applicable within the tags. To make all the options available, the halmos tags need to be processed earlier.
Note: certain options (e.g., --ffi) are desired to be inapplicable within the tags.
