support other layers?

i want to open two handlers, one listen on WINDIVERT_LAYER_SOCKET which can get process id and another listen on WINDIVERT_LAYER_NETWORK to modify packet.
i want known how to support other layers or u can implement them, thx!
already implemented by myself.
