Add a language switcher button for the opening hours pane

People on Mastodon noticed that in countries with multiple languages (e.g. Switzerland), the first language from the list doesn't always fit. I guess we need a button to cycle through languages.
Okay this is super hard, so postponing it far back. For 5.1 I've just disabled the language when a country has more than one official language.
