Town plane/level

@Sebsebeleb: A friend suggested we could have a town plane/level accessible only via a special scroll/wand/whatever. The town would then have all the shops possible. Once you leave town, you're back where you used the scroll and the scroll is used up. Of course, the scroll would have to be super rare.
