Feat dialogue does not respect screen height

This most likely applies to many custom dialogues too.

@Sebsebeleb - The other dialogues were fixed. The feat dialogue needs three things:

  1. a scrollbar
  2. category bullets
  3. hiding unavailable feats -> possibly under their own bullet
