entering control config menu via "Setup Controls" doesn't allow navigating to mappings using keyboard/controller

Describe the bug
if you select "Setup controls" from the launcher navigating the mappings using a keyboard/controller doesn't work properly

To Reproduce

1. select "Setup controls" from the launcher
2. press down on keyboard/controller repeatedly
3. notice no mapping lines are selected
4. go back up to the top and select another tab
5. switch back to the controls tab
6. press down repeatedly and see mappings selected propertly

Expected behavior
keyboard/controller navigation works properly without needing to toggle away from the controls tab
