Update settings template [rpc-host-whitelist missing]

Hello,
Since last update I had the error 421 when oppening Transmission.
The web gui was loaded but not the content (current torrents, speed, etc), then the popup arrived.
I found that new settings were added in transmission 2.93 : https://github.com/transmission/transmission/wiki/Editing-Configuration-Files#rpc
and backported in the debian stretch packaged : https://sources.debian.org/patches/transmission/2.92-2+deb9u1/transmission-dns-rebinding.patch/
So I switched the rpc-host-whitelist-enabled to false and the problem was solved.

So I think we should update the template provide in this package, and also the install and update scripts so that transmission URL would be added to this whitelist. What do you think about that ?
