unable to install iOS 17.4 iOS Simulator when selected Xcode 15.3

Hi there, could you please take a look the issue I mentioned in the title, below is the snapshot

@gordonbeijing Same issue here. Download the iOS version from xcode 15.3 release candidate will work.

Or use the UI: open Xcode 15.3, Preferences and Platforms tab. Get iOS 17.4 🙃

tried several times, but always got failed at the last 5% downloading progress 🌚
