Android / Oculus Quest build requests access to documents and media

XRTK - Mixed Reality Toolkit Bug Report
Describe the bug
Building an Android / Quest application and running it on device started requesting access to documents and media on the device by default. This should not be the default behavior, since not every application requires this permission.
To Reproduce
Build an XRTK Android or Quest build.
Expected behavior
No prompt for access to device storage appears.
Actual behavior
A prompt for access to device storage appears.
Closing this as it's really just affecting people who are using the XRTK-Core project for development, which is only contributors. And for that, it does not really matter, whether the app requests access to files.
