Dumping The Outer Worlds... Files have a lock on the icon, but are accessible. The .exe doesn't work though. Solved (solution inside)

Everything important in the title....
Correction: NOT all files are accessible, only some of them.. like .mp4 files.
I tried taking the ownership of the files, which worked but it didn't change anything about the lock or the executable being unable to run.
Error i'm getting trying to run the executable (or any dumped executable from that game for that matter):
"windows cannot access the specified device path or file. you may not have the appropriate permission to access the item."
Add-AppxPackage -path .\appxmanifest.xml -register

Solved the issue.
In case anyone runs into this or a similar situation.... you have to pack the 'DUMP' folder with 7zip into a .tar file. Then unpack it wherever you want it. Lock is gone, NTFS encryption as well, everything works fine now, including the executable.
