Can discussion board be created by any GitHub user?

With the upcoming Epiparameter workshop at the WHO Berlin Hub we will be using this repository to collect participant feedback. Can discussions be created by anyone with a GitHub account @miroslavlevar? This will ensure we do not have to add each participant as a collaborator on the repository during the workshop.

Thanks for reaching out @joshwlambert .
Any authenticated user can participate in discussions.
For managing discussions like creating a new category, user needs to have write or greater permissions.
