Cooldown Charge tracking issue with empowered pausing

Is there an existing issue for this?

Description
When tracking cooldown charges with charge = 0 and start casting an empowered spell, both charges show as full for a short time

5.12.8
World of Warcraft Flavor

Tested with only WeakAuras
I got this issue with only WeakAuras enabled

I suspect it come from the way the paused state is handled in HandleSpell function, WeakAuras.GetSpellCooldownUnified results seems fine
