Spring 2023 Styling and Theming F2F

At the Spring 2023 "F2F" #978 we resolved to have a breakout session on styling and theming.
This should cover related but distinct proposals of allowing more controlled theming for new web components uses (ie continuations of ::part() ideas), allowing web components to be more backwards compatible with existing non-WC uses (ie loosening style scoping).
