Portal's behavior when it is embedded in a prerender context

It is not specified that how a Portal should behave when the embedder is being prerendered. I propose that the portal's creation should be delayed until after the embedder is activated.
I don't think prerender behavior is specified for any other elements, including <iframe>s. That'd probably be a question for the devs of whatever framework you use/plan to use.
