Every relic is vaulted

According to the json files every relic that the json contains is vaulted.
we just inherit vaulted status. if you'd like to replace how we do that, feel free.
It's been more than two weeks and still have no solution.

I don't think I ever said I'd magically make something happen in 2 weeks. this is community maintained, I'm not the only community developer out here, and I've been busy.
