Why Use NMS for sound fix?

The most recent build breaks on 1.19.4 because this project uses NMS for the sound fix. Why is it using NMS? Other parts of the plugin is sending sound to legacy clients using the Spigot API. I even completely removed the sound fix and replaced it with my own sound fix using Spigot API and it works 100% fine. Is the NMS supposed to make it so the correct sound is played for the particular block being placed? If not, I don't understand the point.
