Cannot use Android Biometric Authenticator with Saftey Net

I setup Okta with Yubikey 5c, I can login on the webpage and I can login on my mobile device and I can login on the CLI using saml2aws

I add Android Biometric Auth with SafteyNet, I can login on the webpage, I can login on the phone, but I cannot login with saml2aws on the cli -- it says the key is not found on my device.

I remove yubikey 5c, and still the same problem. I re-add yubikey 5c, and still the same problem. Not until I remove the Android Biometric Auth does the saml2aws cli command allow me to login again.
