[HLDS] Issues with the Half-Life Dedicated Server program.

Sometimes when you try to open to program while you either have a port open/closed it would spit out an error
some extra details on this error
this happened before i had my port open AND after i opened it with a batch file.
Also the HLDS ui has an issue that would be nice if it was fixed
