AMDGPU 7000 series poor performance and hitching.

Please describe your issue in as much detail as possible:

I've launched CS2 and i'do notice really huge diference between dx11 and vulkan in performance somthing like 30%+; So i've installed mangohud to check what's going on. Imediatly i do notice : thath the power limit instead of 330 wats was limited to 265.
Second thing thath i've notice is thath gpu clocks are just jumping all around : like from 2.6gh to 1.2 to 2.8 gh to 1.1 and so on.
So i've decidet to install LACT /Corectrl to change the values of the GPU (power limit and clocks).
I did change the power limit but instead of allowing me to push it beyoung 330+15%=380watts , i was able to push it just to 333wats..
I did not touch the core clocks and vram because i know from exp thath vram on 7900 is little bit messy with software (had some OC on Windows (not great expirience)).

I put mangohud on , and i launch CS2. unfortunatley no matter what settings i would use and no matter what i do ...The gpu never pushed beyound 300wats.
I do notice thath after the "Power Limit" increace gpu usage became little bit lower (but with same fps). I am having somthing like 440 fps on avg (on high settings) on Very high i do have like 340+. But the game itself is not feeling responsive enough. Is it possible thath this hinching is becaouse of shader caching ?.

p.s
Also i did notice thath my shots are not registering somethimes.
I do play with 30 ping.

Steps for reproducing this issue:

  1. Launch CS2
  2. Observe GPU bahaviour
