VRR refresh rate is totally instable when playing Dota even if the frametime graph is flat.

Steps for reproducing this issue:

1. Limit your FPS to a lower refresh rate than the max of your screen
2. Check the refresh rate info on your screen
3. Watch it changes and turn back to max refresh rate of your screen every half a second
