What is the reason for the prompt "torch tubes was not compiled with CUDA support, using CPU version installed." on my powershell after generating results using the command "python graphio.app. py"

Although the execution was successful, I feel that the execution speed is relatively slow, with an average time of about 4-7 seconds. My graphics card is RTx3090, is it incorrect for my program configuration?
