Break `Control.Arrow` libraries into own package

Firstly, thank you for this library :)
Second, I've found that the Arrow concepts are very general, and not specific to HXT. Can we break these into a separate package? Maybe arrows-extra?
I have the same question about Data.Atom - it would be useful outside of hxt.
