Project won't run

I tried cloning the project and run 'gulp' and 'ionic serve' but it doesn't seem to run.
It just shows a broken page.
Btw, I already run npm install and gulp install as well.

In the web browser console log, you can find the browser cannot find

[Error] Failed to load resource: the server responded with a status of 404 (Not Found) (ionic.app.css, line 0)
[Error] Failed to load resource: the server responded with a status of 404 (Not Found) (app.bundle.js, line 0)

I think it is the problem of webpack
