Displaying links and references

How should links and references to outside resources be displayed? Where should they go?
Also tagging @amfeldman to this issue since I can't properly assign it to her for some reason

Per our card sorting exercise, we decided to create a separate page to house these things. The page title will be Resources and includes:
- academic papers
- blogs
- books
- chart choosers
- twitterers to follow
- (internal Urban-only) links to the Excel add-in, urbnthemes R package
